Pacifica’s General Plan is woefully out of date, one of the oldest in California, with some elements dating to the 1980’s. The Safety element, which determines whether a development or land-use decision is safe in case of fire, flooding, landslides and earthquakes, has not been updated since 1983. Pursuant to California Government Code, all California cities must set forth their development policies, objectives and standards in a General Plan. The California Supreme Court held the General Plan to be “the constitution for all future development.” Simply stated, “our General Plan is our single most important city planning document.”
